chimneys were built so that the smoke and whatever pollutants that was combusted (or not) would be released far, far above the Earth's surface and not cause us humans on the ground much trouble.
in the photo, you see the smoke injected right into the waters, which is exactly what is happening, though it isn't actually happening.
also, regarding the air quality in Beijing, they have this chart/measure thing. like our PSI? it measures how clean or toxic the air is. like on pH scale 0 to 14, the end of the chart means that the air is toxic.
the air in Beijing is off the charts. they poison themselves with each breath.
